Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are delivered from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability enabled by timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to fill in the near term.
Failed Diplomacy
The 28-point plan from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Political Considerations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but avoiding a entire defensive failure until situations evolve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
